01 · The Firm

Quiet work, in a loud sector.

A note on how we operate

DIBCanada Inc. is a Canadian consulting firm based in Ottawa. We work with public-sector organizations and private companies across Canada on digital infrastructure, systems strategy, and delivery — the parts of technology work that do not make headlines but determine whether anything else does.

Our engagements are small in number and long in duration. We favour working with a handful of clients over several years rather than a large book of transactional projects. Our role is not to sell technology — it is to make sure that the technology a client already has, or is about to buy, is the right one for the problem in front of them.

The firm was founded on a simple observation: most digital failures are not technical. They are structural, organizational, or strategic — and they usually surface years after the budget was approved. We work to see them before they surface.

We are federally incorporated and operate across provincial boundaries. Our clients are not published, but their systems are — quietly, in the services people rely on every day.

02 · Practice

Four areas of work.

Where our engagements concentrate
Practice I

Digital Infrastructure

Architecture, procurement, and delivery of the platforms that public and private organizations run on — cloud, data, and enterprise systems, planned for a ten-year horizon.

  • Cloud
  • Data Platforms
  • Enterprise Systems
  • Infrastructure Audit
Practice II

Business Strategy

Strategy work for leadership teams navigating technology transitions — from business cases and roadmaps to board-level advisory on what to build, what to buy, and what to leave alone.

  • Roadmaps
  • Business Cases
  • Board Advisory
  • Portfolio Review
Practice III

Public-Sector Systems

Engagements across federal, provincial, and municipal contexts — with attention to procurement rules, accessibility requirements, and the accountability that comes with public money.

  • Federal Programs
  • Procurement
  • Accessibility
  • Security Review
Practice IV

Delivery Assurance

Independent oversight of large technology programs — from the first business case to launch and beyond. We are typically retained by the buyer, not the vendor.

  • Program Oversight
  • Vendor Review
  • Risk Assessment
  • Post-Launch Review
03 · Approach

How we work.

Four principles that shape every engagement
01

Buyer-side only

We do not accept referral fees, reseller margins, or vendor partnerships. Our only obligation is to the organization that retained us, and to the people its systems will eventually serve.

02

Fewer clients, longer engagements

We work with a small number of clients over multiple years. This is not a growth strategy — it is the only way to see what actually happens after the deliverables are signed off.

03

Plain language, written down

Every recommendation we make is written in a document a non-technical reader can follow. If a slide cannot be turned into a memo, it is not finished.

04

Public accountability

For public-sector work, we treat the taxpayer as a silent stakeholder in every decision. That shapes what we recommend, what we decline, and how we report.
